Actually, when I say only 9% of whites intermarry, I’m saying it’s impossible for a genocide to take place via miscegenation with such a low number. If 100% of whites intermarried, then yes, genocide would very much be the result, because the target would be “any white person that exists must pass on their genes to an inevitably half-white, half-whatever child”.

As it stands, only 9% of white marriages were with non-whites, and that says nothing about their children and who their children will marry. If the half-white half-black child has a child a few decades from now with a white person, then the white genes will return. And there is nothing wrong with that.
