If someone were to make a map of ALL Black countries and ONLY Black countries, then set up an organization for “monitoring HATE,” any normal Black person would recognize that this organization was set up to spy on Black people.

What if someone were to make a map of ALL Asian countries and ONLY Asian countries, then set up organizations dedicated to “eliminating HATE.” Then as long as there were a few Asians left, they would continue finding HATE. It wouldn’t take very long for them to realize that “eliminating HATE” was code for eliminating Asians.
